Still two very different things. Conscripts still receive military training and hardware, local milita dont.

When we start working on concepts for scouts we will go more in depth on this subject. In the meantime I would like to see more discussion on what is in the works as of right now.

To my look, something like WH40 callidus assasin will be good. No, not close combat monster, but virtual saboteur, "word in your ears". It`s can be very weak person for fighting, but give a great tactical advantage. It`s can be several separate models on the battlefield or hidding marker. Large squad of partisans have not some great differences from ordinary infantry squad exept better knowing of terrain.

i would prefer them to be snipers but also sabouteurs (sp) and bombers etc

Think, it`s can be some civilians. Several models or markers with effect definited by owning player. Models can be empty - have no effect, or be loaded of explosive, armed of sniper rifle or have an important information, may be some adwantage for owner. IMHO this way of using irregular unit in combination of regular formation in game, some random element and fun.

IMO local troops shud have weapons they can make or have before war just like someone did say selfmade bombs&huntting rilfes nothing spesial just basic equpment.

I'm thinking Woodsmen/ Local Hunters that want to help out would be cool Scouts. American GIs were dropped in before WWII to train locals to fight so this idea would work well for us. We Could even have GIs leading small groups.

OK, if you wanna walk this way: it`s can be some attached model wich do a some tactical advantage. Closest analogy IMO is imperial preacher in WH40K. Possible some special rules with lots of options choised by owning player or random, like for eldar rangers in WH40K

I think they should just be a normal scouting unit- they would get dvantages from knowing the terrain and be good shots because they would be hunters, so a sort of scout/ sniper unit.

Each army have a own scouting units especialy trained for this purpose. Also each army have a own snipers. Snipers and scouts have a different targets. If i`m not wrong, snipers is users a result of scouts work. Snipers and scouts is united in WH40K, but if this game closer to pulp with some real traits HERE it`s must be different soldiers. I dont think what a unit of several LOCAL traper can be more effective than unit of trained army scouts. But army scouts with attached local guid can be more effective on local terrain.
