The Rocket Hero is not listed properly in the summary in OTW #12.
The Rocket Hero is a Country Generic Hero Type for the Americans, which means that any American Faction can take it as an upgrade to a model that can select a hero type. Similar to how the Assassin Hero type is a German Generic Hero Type and available to the Werhmacht, SD and SS.
We will be reviewing OTW #12 and the lists in the Core and Occult Rule Books to make sure that the intent and the rules are clear on this.

I would think that Technician would be the same as Rocket Hero. It wouldn't be all that useful if the Mechanic was the only thing that could be a Technician. However will the OORD members be able to be Rocket Heroes? Tomahawk swinging, spell casting, Native American Shamans on Rocket packs? Same goes for occult stuff. Can the Mechanic also be a Promethean? Controlling Robot Troopers and Homonculi? I'd think that the occult stuff would be only be available to occult units and the regular army but not available to the tech faction. E.g. The Promethean can be given to any eligible member of the OORD or US Army but not ARPA. The Rocket Hero may be given to any eligible member of ARPA or US Army, but not OORD. However what about OSS? In cases like the Germans where the SD and the SS do not get along. A detachment may only contain units and heroes of one type. Example being a German detachment containing a Schutzkommando SS cannot have a Wehrmacht Officer who is a Scientist.
