So I am running a campaign right now and have come up with a little issue. A veteran Wehrmacht sniper has just went up in experience, becoming a Elite. He decided to drop his RC as his advance, giving him a 2+. He is also an Assassin, which drops it to 1+ (I dont think he actually is, but we have an OSS agent/hero that is close to 1+ also). He could even go to 0+. With his Vampyr scope, he also ignores the +1 for long range. 4 actions; 8 shots; 8 auto hits? I could not find anything about always missing with a roll of 1 when shooting, and there is no racial max/mins, so I am thinking of allowing this sniper and OSS agent of doom to auto hit everything he shoots at. Am I correct? I picture the scene in the Usual Suspects where the sniper is counting targets and makes comment about Oswald's abilities.

I'd still give him a chance to miss. Maybe requiring a further roll of 3-6 if he rolls a '1' on his to-hit roll. There should always be a chance of screwing up, even for a pro.

I was thinking about that, but it just didnt feel right. Auto hits almost seem to fit in, in a pulpy kind of way. Kinda like the sniper in Inglorious Bastards

There is always a chance to miss. A roll of 1 is always a miss.

That works too. Probably the fairest way to do things. Keep in mind that your players are still free to upgrade their RC in the campaign! The lower values will counteract penalties for long range and movement. But a roll of 1 should always miss.
