simply put
When a unit or individual goes up a training level can they progress past what they are normally allowed. An example being, can a veteran Sniper become and Elite.

Why not? There would be no point in the Experience system if they couldnt go up past what they are normally allowed in their Options.
I think an Elite sniper would be cool. When they get to that level, you have a hard choice to make when you build a detachment. Do I take my SD agent/OSS Agent or Sniper? Personally, if my sniper became a Elite, I might never take him again unless all my SD agents were out or dead.

Your SD agent might trump the elite sniper but I'll happily keep a SchutzKommando as a vet and let the sniper be elite - especially if hes toting a Vril bolt action.... two shots a turn

I agree with Rob, in a campaign there's no point in improving if you can't.
