How can i build a custom army list. I have the rulebook and have seen the lists they give. But what if I dont want to make a pre-list? There are no points, so how do I do it and make it an evenly matched game? Is it as simple as "I have 1 veteran, so you can have 1 veteran, I have 1 elite, so you can have 1 elite" and so on?

The balance is by Detachment. Meaning you field 1 detachment and your opponent fields 1 detachment. If both of you decide to go to a larger game you can agree to field 2 detachments each if you wish.
So each detachment has a set quantity and quality that is roughly equivalant to the other detachments.
So you first select a Detachment (i.e. Infantry, Veteran, Command, Experimental, etc.). In this case I always recommend a Veteran Detachment because it doesn't involve a lot of models but you get more higher quality models.
So you have the following selections available to you:
1 Elite, 2 Veterans and 4 Regulars No Vehicles, 1 Hero upgrade, and 1 Special Order
You also have the requirement to have at least 1/2 of the units be Infantry, Support, or Specialist.
Each detachment has an option that allows you to tweak the organization a little by dropping a selection. In this case you can drop a selection (say 1 Regular) to upgrade or downgrade another selection or get an additional Special Order or Hero Selection. If you wish to make a small but very elite squad you could drop one of the regulars and upgrade the other regular to a Veteran. Thus ending up with 1 Elite, 3 Veterans and 2 Regulars. You then select units that fill in those selections. Many have 2 training levels available (i.e. an Airborne unit is a Regular or a Veteran).
So you can select the following:
1 Elite OSS Agent (infantry) 1 Veteran Airborne Officer (infantry) 1 Veteran ARPA Field Mechanic (specialist) 1 Regular Airborne squad (infantry) 1 Regular Airborne squad (infantry) 1 Regular US Rocket Troopers (Tesla Device) 1 Regular Airborne Bazooka Team (Support)
So this meets the original condition of 1 Elite, 2 Veteran and 4 Regulars. The ARPA Field Mechanic allows the use of 1 Tesla Device selection. Also there are 4 infantry, 1 Specialist, 1 Support and 1 Tesla Device. So you also meet the requirement of having at least 1/2 of your detachment be made up of Infantry, Support and Specialist.
After that, you may select any one of the models that are available to be upgraded to a Hero. Of that selection the OSS Agent, Airborne Officer or ARPA Field Mechanic may be selected. Use the Hero template to adjust that model's stats and include the new special rules, weapons and gear from that template.
Then you have a list of Special Orders that are available for each Detachment. Select one of those from the appropriate list.
There you have your own customized detachment.
