Hanna Reitsch is a good choice, but for sheer German badness, I'd like to see Col. Otto Skorzeny. That guy's career was simply amazing. Rescued Mussolini from Gran Sasso, kidnapped the Hungarian regent Horthy when Hungary looked ready to surrender to the Soviets, rescued a German division trapped in the Balkans, destroyed the Nymegen bridge, came within one hour of capturing Yugoslavian resistance leader Tito (he had the right cave, but was too late to get Tito), led the German infiltrators during the Ardennes offensive, and became so notorious that a mere rumour that he was going to try and abduct Eisenhower during the Battle of the Bulge had Ike in seclusion and under armed guard for the bulk of the campaign. Skorzeny also was instrumental in preventing General Beck and the other July conspirators from seizing control of the government after the botched assassination plot against Hitler. He was called 'Hitler's Commando' as well as 'the most dangerous man in Europe'. Just the sort of character for some over the top Nazi villain.
Incidentally, Skorzeny's post-war career might be even more unbelievable. He escaped from prison, was bodyguard (and rumoured lover) to Evita Peron in Argentina, acted as a CIA consultant/operative, helped Martin Bormann get untold millions in Nazi loot out of Europe (keeping a fair amount for himself in the process), organized the training of Egyptian and Syrian military units and was the founder of Die Spinne and ODESSA, groups which were notorious for providing prodigious legal funds for war criminals and which created an underground railroad system to ferry SS men out of Europe and into South America.

Skorenzy was a great para! He's a great story and I'm currently pitching an idea for a TV documentary about him. (or rather I worked on the pitch....my idea but not written by me!)
