Umm...the soldiers cannot survive without logistics. As this is Black ops they need reliable logistics- hence they need logistics seperate to the regular army. Thats at least the size of a company of infantry.
Most thugs dont speak German. Or speak it convincingly. And how do you get the uniforms and false documents- once again you need more in-house specialists, not just a random squad. And how do these lads get all the way from say the Ardennes to the Rhineland? Or Bavaria? They need to be parachuted or dropped off by boat- once again you need specialist equipment (logistics) and training (training staff).
You miss my point, If they are removed from their units then thrown back it is very disruptive- most regiments dislike this unless its a permanent posting. Also they need to train and fight together to really know each other and form the best possible unit. Also as they are black ops they need trusted staff, that means you need to select them- why not just keep that staff together and save resources for the next mission. Hence a permanent unit.
Collaboration yes but why? Britain already has SOE/Commandos/SAS/SBS/LRDG etc.
So yes permanent with neo-military connections but of course they "dont exist".
