Hey, it gets my vote. Maybe his supporters are mainly Siberians, which would add a nice 'savage' quality to them. Not saying Siberians are like that now, but back in the 1940's, they weren't exactly part of the 20th century... at least not until Uncle Joe decided they would make excellent snow troopers.

Still not much for the idea of having Stalingrad turn into complete insanity. If some wannabe Tsar decided to run his own show in the midst of one of the most contested war zones on the continent he wouldn't live very long. The two armies fighting for Stalingrad only barley maneged to live of the meager supplies they got from the outside, and if this guy is separated from the Russian army he won't be getting any of their supplies, and the Germans would probably have enough trouble feeding and arming their own troops, and not being too keen to share with some obviously crazed Russian. Besides, he would be hunted by both Russians, for disloyalty, and Germans, because they don't need his help and because everyone opposed to the idea of Germany ruling the world is an enemy. A rouge element just wouldn't have the resources needed to keep alive in the Russian winter, and certainly enough to arm themselves to a such degree that they could challenge the national armies of two countries.

Hmm, how about a Siberian or one of the Steppe tribes (disloyal over Lysenko already) who go renegade- they are cannibals (hence food) and steal weapons. They also live in the tunnels. How about that?

Hmm... They are disloyal and renegade, that might be understandable, but cannibals? Cannibalism wasn't really widespread among the steppe tribes, and arming themselves through stealing weapons would be hard, as I can imagine all available weapons would be well guarded by their owners.
Would make a cool scenario though, two teams salvaging weapons from a battlefield while fighting each other at the same time.

No but cannibalism amongst Stalingrad deserters was well known. To steal weaposn they have to raid and kill people.
