Mongolian cav would be great but I can see a Mongolian resistance force too. After all the Soviets recruited heavily from various steppe nomads.

I doubt the Mongolians would be a united front, also note that today Mongolia was also a "communist" nation similar to Vietnam or China IIRC. We could have Mongolians siding with the Russians/Chinese but also with the Japanese who want to create their Great Asian Empire.

Exactly- two way split. I can imagine the same happpening with the various other steppe tribes.

Some tribes join the Axis while other join the Allies. Imagine these countries to be similar to other "neutral/occupied" nations in which there would be a strong division between Allied and Axis oriented populations.

Well I think very few would join the allies- Don cossacks and white russians maybe. I think the split is between Japan, Germany and the USSR.
