Looking through the SS army list I have a question. For characters a Vril weapon increases the weapons strength by one over the basic model, while for troopers it says +1 to hit. This is intentional right?
For example does my SS Sniper w/ WA46 and the Assassin hero type have a Str 7+d6 weapon that hits on a 1+ or a Str 8 weapon that hits on a 2+?
Also can I upgrade a sniper to a Vril gun and then give him the Vril Hero type?

You need to look at each individual unit entry for the effects of vril.
Only the Vril Engineer gets the +1 str from taking a vril weapon, though it does say that it functions like a regular vril weapon with more power. There is no mention of gaining the +1 to hit rolls which could be clarified.
The SS sniper with the assassin hero type (-1RC, +1CC and +2 str) coupled with vril weapons (+1 to hit and +2" range) would hit things at short range on a 1+ and a 2+ at long range with a str of 7+d6.

Well its not quite that simple - it never is P. 16 has the Vril Hero which has the strength buff too. And this is part of my confusion - are there two kinds of Vril weapons?

Marcalla is correct, assume each entry of 'vril wepon' is separate. I apologize for the lack of consistency.
The Vril Engineer and the Vril Hero get the +1 Strength, I'm pretty sure most others are just +1 to-hit and +2".
Yes, you can combine the different versions of 'vril weapon' such as the Vril Hero and a vril weapon upgrade for the SS unit.

Its not so much a matter of inconsistency as using the same name for two similar but slightly different things - you can look at GWs little internet firestorm about different Space Marine chapters using equipment with the same name but very different rules. But next time guys can we follow the K.I.S.S. principle and use just one rule for a given name or type

I found a regular sniper and the vril technician work VERY good together, augment the sniper with the rune of TYR? i believe it was called and the WA46 and you are set.
