Are gulag recruits just a standard green choice you can take, or do you have to have a somone with the criminal hero type to be able to take them? I doesn't say anything like that but the gulag recruits are not listed in the russian army list.

They are exclusive to the Criminal hero.

That is correct. You must take the Hero to get them.

They are free with the Hero choice.
