Why is it that ROA troops have such high armour values? And why are they vulnerable to holy?
Shouldn't the Beast of the Apocalypse the vulnerable to that instead?

The ROA are an interesting faction to play. Great imagery and very different from other factions in terms of weaknesses and abilities.
The high armor is intentional. Think of it as supernatural influence on the corrupted flock of Rasputin. Which is also why they have the vulnerability to holiness. I like using them as support guys. Especially because they are so slow on the battlefield without the cossacks.
The beasts are very allergic to holiness! Read the rules for how supernatural creatures react to the chaplain's aura.

I can't speak for the BotA right at the moment, but the regular ROA units are cultists and the increased armor rating is from the fanaticism. Thus it makes them appear tougher to take down unless hit by Holy weapons.
