Hive Mind lets Phact trade actions between members of a squad, with each getting between 0-4 actions as desired. Need clarification, if you assign zero actions to a model, can it still take special actions like Sprint or Charge (or the Overwatch rule I suggested in another thread)? These all require you to trade all your actions for a specific set of activities, but can you still do this with zero actions available?
I'd guess the intention is no, but I might be wrong. The Phact's extended unit coherency seems to be designed to simplify the difficulty of managing a team of models where some are immobile now and then, and they don't really need the ability to have zero-action members moving via Sprint or Charge.
Also, why am I responsible for 80% of the rules questions for this game? Doesn't anyone else find themsleves tripping on stuff during play?

You still need AP to be able to charge, or else you can't spend it all to charge or sprint. So, no, a hive mind model with 0 AP cannot sprint or charge. Correct. It's a gift and a burden you will just have to bear Keep posting comments and questions when they come up. If someone doesn't have the answer immediately, we kick it to the play tester group for opinions. But we will always get back to you as soon as we can. Cheers, Chris

You're responsible for 80% of the questions because you're digging through the material well. I haven't come across too many because often the questions i have are either questions from AE-WWII and have been answered there, or have been asked by you when I get to the board to ask them!
