This could be some good fluff fodder for some American Homefront or Arctic Terrors and Frozen Secrets . Perhaps the Germans were up to something more devious and pulpy. Rather than measuring weather the Germans set these up to alter the weather. Perhaps increase temperatures at the north pole in an attempt to raise sea levels and flood England. Alter the course of the slipstream and drop temperatures in the UK, causing crops to fail. Fill the Atlantic with icebergs as the polar cap melts, disrupting shipping from North America. It would also put a dampener on the British Iceberg Carrier program (no pun intended).

This might make a good campaign setting.
Allied High Command has been putting together data related to unusual weather patterns, increases in icebergs found in the Atlantic posing hazards to shipping, rising water levels and unusually warm temperatures for winter in the North Atlantic. They have come to the conclusion that weather is being altered in the North Atlantic.
Further evidence to support this has been unusual devices discovered along the Canadian coastline near Newfoundland. The first one was disguised as as weather instrumentation from the Canadian Meteorological Service. The suspicious device was reported to the CMS and when the authorities attempted to open it, it exploded with a tremendous energy that killed all the investigators. Futhermore, the explosion had some other unusual effects in that radios for several miles ceased to operate, dry cell batteries lost their charge, and compasses were suddenly drawn off course.
One of these devices was captured in Greenland when a German SD team attempted to set one up but were ambushed by the Sledge Patrol who came across the team setting up the device. The Germans who were surprised and outnumbered attempted to destroy the device before abandoning it. However the explosives failed to detonate. The device was captured before it was activated and The Q Section has been able to disassemble it safely. They found it to have an unusual powersource and when activated it produced an unusual broadcast that resonated with other devices hundreds of miles away.
The Q-Section theorizes that these devices all work together to produce some sort of greater effect, which they are attributing to the sudden temperature rise in the region. They believe that when more of these devices are active in the area, that the trend will go up exponentially. Location and quantity are critical for this effect to occur. The Allied High Command has ordered the destruction of all known devices and to search out and destroy all other devices before their full effect can be realized.
The Germans, now aware that the Allies know of their plans, have stepped up their activities to deploy these devices. Furthermore now they must guard the devices while placed until they can get enough active to alter the arctic temperatures.

Basically a whole map campaign system could be set up using this background using a map of the North Atlantic / Arctic region. Break up this map into sectors.
The German player must get so many weather control devices installed within a given amount of campaign turns (before the devices are not usable, e.g. winter occurs and the temperatures drop too far to make an effect or that a solar flare will expire and the devices can't attract it's heat or something). The devices must be spaced apart from each other such that he must have forces all over the map. The German player starts with a number of devices already active and held secretly.
The Allied player must destroy these devices before enough of them are in place that they can melt the ice cap and cause irreversible damage.
At first I was thinking this could turn into something like the Flames of War Campaign boxed sets like Operation Market Garden or Bagration but maybe this could be done with cards......Chris I think I got an idea for your card game.
