Question? Who should have the "Dart" troops? Would this be a good weapon for the Waffen Cav? Scout ahead on horseback and throw some explosive darts to distract/harass the enemy ...... Might be cool... ;D

Give them to the mounted SS troops. A less finicky and lightweight weapon like this would serve scouting units such as cavalry well.
What I like about this concept is that it is actually realistically possible to have thrown shaped-charge weapon designed for tank-busting.

AT javelins would be pretty cool on cavalry, especially since you could get a pretty awesome pose with them chucking one forwards at something...

It`s can be experimental weapon. For example, very good with therefore have a targeting system but very expensive for army. Have a little quantity in stock. It`s can be something like wargear for elite troops. In any cases this is very characterfull for retro sci-fi idea, can do a pretty models

I think only a few of the more developed armies will have this weapon. And I want to make sure it fits in with the army "Fluff".

Wouldn't this be more suitable for a less developped army? Afterall, they wouldn't have to produce a launching mechanism, which would save money.

Yess! that`s right! Therefore jet javelins have only developed armyes ;D Others use a primitive ground to ground missile launcher with laser targeting and satellite correction ant feel of black envy ;D
