Okay...this is something that could work out if the game is smaller scale or big scale (doesnt really matter). Artiller or bombardement should be an option a player could use during the game, however it is not very accurate since it is shot from such a great distance.
I would however not only include normal bombs/grenades, but also things like mustard gas and perhaps other chemical and even biological weapons.
Any ideas or suggestions for this?

i would like to see artilery. american 88s and mustard ga could work. prehaps a rule that would allow wind to blow the gas back on its firers.

For this small-scale a game, artillery support would be somewhat inappropriate IMHO. 20 models is essentially two squads, not even a platoon, and in a large-scale war units like these don't merit artillery support.

i thought this too but as troops wont be close together artilery wont be as effective.

I dont want the artillery as a trooper on any side what so ever, I want it to be possible to play scenario while the battlefield is under bombardement, which means the artillery is neutral and can damage both sides

You are right there, however that would be something in the lines of a 40k basilisk. The larger stuff would be cool for scenarios, a battle in the middle of a bombardement.

Well, realistically the "minimum barrage range" of an actual artillery piece like a Basilisk would be more than the entire table, but since we aren't exactly going for superrealism here, it could be fine.

Off board support assets though might work, like calling in air strikes, artillery etc.
