Well, there are a lot of different options for mad scientists, so let's brainstorm some crazy "miracles of modern technology" that could be used by mad scientist chaps in combat! Remember that it's pulp, though... ;D
Injected With A Poison: The scientist wields a syringe filled with deadly toxins that he uses as a weapon in hand-to-hand combat.
Lightning Gun: It shoots electricity to zap people regardless of their armor.
Magnetic Weapon: Pulls guns out of people's hands?
Net Gun: Useful for trapping escaped specimens! Can also be used for taking prisoners in battle.
Dead Man's Switch: Causes the user to explode when killed. Quite handy for someone who doesn't want to be taken alive, or who just wants to take as many down with him as he can.
Jet Pack/Mechanical Wings: Needs no real explanation.
Acid/Volatile Concoctions: Thrown via vials or flasks that burst on contact with a painful effect.
Automated Guns: Attack a certain area with no input required. Triggered by lasers or motion detectors.

Back Arms; a set of mechanical arms. They could be to fight with, have guns, hold toxins or syringes or be there to help you climb Third eye; a mechanical third eye on the persons brow which has Ainfa red and thermal vision, possibly occult sight too Infected; great larvae (mechanical or biological) are in his skin, anyone who wounds him gets attacked by them and they provide bonuses with their inbuilt chemicals that they relese into the Doktors blood.

The Lightening Gun should be based on the technology by Serbian scientist Tesla.

Tesla could form the basis for quite a few weird weapons, not to mention the fact that he was very much the archetypical mad scientist - his eccentric character formed the basis for the numberless mad doctors who infested pulp magazines, comic books and matinee serials in the 30's and 40's.
Incidentally, the famous Tunguska Fireball has been linked to Tesla - one theory is that it was the catastrophic result of an attempt by Tesla to transmit electricity 'through the air' in the same manner a radio signal might be transmitted. Certainly would be a nasty weapon if Tesla had discovered such a force and was able to harness it. Tesla is also linked to something else that has since become a pop culture cliche - the death ray.

Do note that Telsa would be on the side of the Americans, not the Russians since he migrated to the US before WWII.

Oh yes, the experiment that supposedly caused the Tunguska fireball occurred while Tesla was in New York. Quite a range, if he was responsible, don't you think?
I agree, anything from Tesla should certainly be very much the province of America and her allies... or rather her trusted allies. Uncle Joe was a bit on the shaky side where loyalties were concerned (just ask B-29 pilots who had the misfortune to emergency land in Vladisvostok).

A Tesla tank and a Tesla walker would also fit in beautifully. Maybe even Tesla towers. Addd some flavour to the American who are otherwise a bit generic. Have to be careful they dont turn into WW2 Cygnar though.

As in Cygnar were kinda American, very generic and had lots of storm/electricity based weapons (as in lots, maybe 7-8 units).
