Well,here are some ideas of rules for playing bystanders in an AE-Bounty game or campaign. It's not really a specific scenario but a rule to include in any scenario you wish.

BYSTANDERS & CIVILIANS
Since the fall of the Del’rathi Union, people have learned to quickly spot the signs that will lead to a fight. But some former citizens of the Union have strong habits and still feel like in the old days or there isn’t just enough time to leave the area. For those people,the risk of being wounded during a fight is high.
Number of bystanders :
This is left to you but the more the merrier. You might prefer a random number like a roll of 1D6 or 2D6
Characteristics of the bystanders :
See the hostages p 74 of the AE-Bounty rulebook.
Deployment of bystanders:
For each bystander,each player rolls a dice.The player with the highest result chooses where the bystander is placed. In case rolls are equal,roll again until one player gets a higher result.
Moving the bystanders :
Bystanders are activated at the end of each turn. For each bystander, each player rolls a D6. The player who gets the highest roll chooses if he moves a bystander and where. In case,rolls are equal,the bystander moves to the nearest edge of the board trying to escape the fight.
If a bystander comes in contact with a member of a crew,roll another D6.In case of a 1,the bystander is angered for some reason and is considered charging the crewman !
Stray bullets :
When a crewman shoots at an opponent, there’s a chance he accidentally shoots at a bystander. For each 1 rolled ,he hits a bystander if there’s one if the « stray bullet area ». The size of a stray bullet area is 7,5 inches (use the flamer template) for its width and the range of the weapon for its lenght. In case ,there are several bystanders in the « stray bullet area », the bystander hit is randomly rolled.
Example with a diagram:
A haedi mentalist using a psychic pistol shoots at an arges target. In case he rolls a 1,he hits the graffi bystander.

Suppression fire is pretty dangerous for bystanders too.Roll a dice for each shot you make for the suppression fire.
Consequences of wounding civilians :
At the end of the game, make a casualty roll for each bystander wounded during the fight. See the hostages p 87 of the AE-Bounty rulebook.
Before the game starts,players choose what will the consequences of wounding bystanders mean.
Difficult mission :
Crews of pirates,bounty hunters and mercenraies generally don’t care about bystanders and the innocent victims of their fights but sometimes they’re hired by a power who doesn’t want to see his consumers,slaves,fellow citizens harmed. When this happens, the employer or the local power will ask for a discount on the bounties or ask the crews to pay a fine.
For each bystander wounded,the fine is as follows :
Just a scratch :-50 Credits
Out of action :-100 Credits
KIA :-150 Credits
Using a couple of non-lethal weapons might be a good idea.
Terror campaign :
On the contrary ,there are some employers of crews who wish them to inflict as much damage as they can. Either because the area is populated only by criminals and various scum either because it would serve their interests for some reason. Needless to say that players may choose to shoot at bystanders exactly like if they were opponents.
For each bystander wounded,there’s an additional bounty :
Just a scratch :+50 Credits
Out of action :+100 Credits
KIA :+150 Credits
Options: You might want to play something between the "difficult mission" and the "terror campaign" with one crew willing to cause a lot of damage and the other trying to defend people. In this cas,you could give a bonus for controlling the bystanders to the defender and it could be impossible for the defenders to be attacked by the bystanders. Or you might want to roll a dice at the end of the game to see what the opinion of the employers about the collateral damage is.
