If I include a German Kdfdz 222 scout car in a detachment, does it become a light tank because of the 20mm cannon?

I would say no. The SdKfz 222 is a Scout Car and is covered by the rules in the Core Rulebook. Just use the SdKfz 221 as a template for it and upgrade the MG42 to the 2cm KwK38 L/55 gun instead (from Basra), that should do the trick. You should perhaps have to trade in your Special Order for the upgraded gun though, but that is something you should talk over with your opponent.

Something that I proposed in the playtest section is rather than giving up a SO, which seems a bit much for the 20mm gun. How about having the role of the SdKfz 222 be Medium Scout Support.
You still need to sacrifice either 1 unit selection or a SO to get the Medium Scout, but in order to get a Medium Scout Support you now have have 3 of your remaining unit selections be Infantry.
Here's what I had proposed:
SdKFz 222 Army: Wehrmacht Type: Regular Cavalry Role: Medium Scout Support Crew: 1 Driver, 1 Gunner Armament: 2 cm KwK 38 L/55 (turret), MG34 (coaxial) M=8 RC =4+ CC=3 A=7 S=6 DR=4 W=3 H=3 Abilities: Enclosed Compartment, Belt-fed
Even though this has 2 weapons, only 1 can be used at a time due to only 1 gunner and the MG being coaxial. So I don't think the upgrade is really worth dropping an SO over, but the additional detachment constraint would be more fair.
Same could probably be done with the M8 Greyhound Scout Car. However one might argue that the upgrade value is more than what you get for the 222 as you're getting a 37 mm gun, an M1919 coaxial Mg, and the M2 MG becomes a pintle mount which the 3rd crewman can operate (if he wishes to get out of cover) while either of the other guns are firing.

Again, like TrueRonin said, both the 20mm and 37mm guns can be found in the Basra 1946 book.
