HIt could be a poor-man's mortar (which sort of fits the Soviet feel). So do mortars :-) Covered. ;D

This weapons would be useless if on the table but would be a great off-board artillery option. I assume you guys would stay within a realistic realm with such things?

Actually spec'ing the russian (and german when you factor in Nebelwerfers and such) as the source of off board artillery or objectives for battle should work perfect
And i've actually seen tables that could handle the Katyushas range - if oyu could get alot of people to work with you

Those two would only work off board and really only for pre-battle barrage are they would pepper whole sectors and weren't really meant for called in fire support.
Played a Seelow Heights game in which I was the German with enforced dug in entrenchments and the Russian player got a pre-game artillery strike with a Katyusha section. I think we said it was D20+20 rockets actually hit the board and of coarse he rolled a 20 so I had 40 rockets hit most of my positions. They were devastating against my PaK units and other exposed defenses and a lucky rocket blew my HQ bunker to Hell so there went the field phones for artillery support. The game turned into one Hell of a hand-to-hand combat game which was very thrilling and bloody.

The other problem I have with the katyushas (besides them being to long ranged) is that I haven't found a 1/48 or 1/50 kit for it

The Germans did had the Panzerwerfer en.wikipedia.org/wiki/Panzerwerferand there was a lash up that the german built up using a captured French Half track that had multiple mortars on it.

There is also a variant of the SdKfz 251 with Nebelwerfers strapped on the sides
