Example.
German army " We are trying to improve the human race and make our world better"
America " We are here to save you from the evil Germans"
Japan " We think Germans are on the right path we will help the human race through our experiment's"
And so on and so on...

Well I think it could be dark and that what you mentioned at the same time. I mean you show these beliefs to the players and you will see that everybody is basicly the good guy and the villian at the same time. Its not too dark, but its not a hopeful world either.

USSR "Mu-ha-ha-ha...." This is the marketing rule, wargame must have a minimum of four army: one good, one evil and two neutral. This is not my words, this words of one man who understand in marketing.

To be honest, I can't think of any game (video game or table-top) that has 1 good guy, 1 bad guy, and 2 neutrals. Games like warcraft 3, warhammer, warhammer 40k and the such don't really seem to have any neutral races, they're all kinda bad guys or good guys, or sometimes both at once.

Yes, this is neutral. I talk about tabletop game with miniatures. Warcraft 3 is not tabletop game. Four is MINIMAL quantity, will be better if they will be mush more.

Well lets look to history? Who was kind of neutral during the war? France Sweden China Norway Finland Australia Canada Who would fit where??

France would be the best as they are the most well-known and information about them would be relatively easy to find- you could have a French Army and then use it either as post-occupation Vichy French or pre-occupation French to fight the German invasion, then have some scout/partisan units (perhaps those local scouts) that could either be used as scouts or as Free French Resistance.

As a native Frenchman, I'd love to see the french army implemented.
*couting seconds until first "The french can't fight! HUR HUR HUR!" joke in the thread*
EDIT: Now that I think of it, why would france be considered anymore neutral than the others? I don't see how fighting nazi germany makes them neutral in any way, especially since they were Allies.

Fits with the marketing, we dont want to alienate the American customers. But okay, the final decision for the setting isnt up to me, however I will stick with the final decision that will be made.

France fought the Germans at first and then became their ally under the Vichy regime. Of course, but I was under the impression that this was post-invasion France, since controlling an army solely composed of partisan units wouldn't be very fun.
